1. Entry Permit

This is the first and most important document. Without it, you cannot cross the border.

Where to get it:

  • By road via Phuentsholing: At the Bhutan Immigration Office near the Bhutan Gate. Open Monday to Friday, 9 AM to 5 PM. The process takes 2–4 hours depending on the crowd – during peak season (October–November), plan for a longer wait. Apply online in advance via gov.bt at least 5 working days before travel to avoid queues.
  • By air via Paro Airport: Your permit is arranged through Druk Air or Bhutan Airlines as part of your flight booking. Immigration at Paro is smooth – typically 20 minutes.

What it covers: Thimphu and Paro only.

Validity: Up to 15 days.

Cost: Free.

2. Route Permit

Planning to go beyond Thimphu and Paro? You’ll need a Route Permit.

This additional permit is required for:

  • Punakha
  • Bumthang
  • Ha Valley
  • Eastern Bhutan
  • Any destination beyond Thimphu and Paro

Where to get it: The Thimphu Immigration Office, after you’ve entered Bhutan on your Entry Permit.

Cost: Free.

Most travellers on a standard Bhutan itinerary will need both permits – so factor in the Thimphu immigration visit on Day 1 or 2 of your trip.

The Sustainable Development Fee (SDF) - What Indians Pay in 2026

This is where most people get confused. The SDF is not a visa fee. It’s a daily levy that every tourist pays to support Bhutan’s free healthcare, free education, and environmental conservation – core pillars of the Gross National Happiness model.

Important: International tourists from most other countries pay USD 100 per person per night – roughly ₹8,300 at current exchange rates. As an Indian national, you’re paying a fraction of that.

 

24-hour exemption: If you’re only visiting the border towns of Phuentsholing, Samtse, Gelephu, or Samdrup Jongkhar for less than 24 hours, the SDF does not apply.

The SDF is collected by your hotel or tour operator and will appear as a line item on your bill. The rate is government-mandated – ₹1,200 per night – and no operator can discount it.

Documents Required for the Bhutan Entry Permit

  • Original Indian Passport with minimum 6 months validity – strongly recommended for all entry points
  • Voter ID card – accepted at land borders only (Phuentsholing and other road crossings)
  • 2 passport-size photographs
  • Hotel booking confirmation

  • Birth certificate in English for children under 18 (or their passport)
  • Travel insurance covering the full duration of your Bhutan trip

Critical note: Aadhaar Card, PAN Card, and Driving Licence are NOT accepted as valid travel documents for entering Bhutan. Carry your passport or Voter ID – nothing else will do.

How to Reach Bhutan from Siliguri

By road (most popular): Siliguri → Jaigaon (approx. 2.5–3 hours by car) → Phuentsholing border crossing → Bhutan

Common Mistakes to Avoid on Your Bhutan Trip

These are the things that catch first-time visitors off guard:

 

  1. Carrying only Aadhaar It won’t work. Carry your passport or Voter ID. No exceptions.
  2. Arriving at Phuentsholing on a weekend without an online permit The Immigration Office is closed on weekends. If you arrive Saturday evening without an online permit, you’re spending the night in Jaigaon. Apply online at least 5 working days in advance.
  3. Not budgeting for SDF Many people see “free permit” and assume there are no fees. The SDF is ₹1,200 per person per night – it adds up on a week-long trip for a family. Factor it in.
  4. Skipping the Route Permit If your itinerary includes Punakha, Ha Valley, or Bumthang and you forget to collect the Route Permit from the Thimphu Immigration Office, you’ll be turned back at internal checkpoints.
